When I go to DC Setup, I get an error message stating 'Custom Field *** is configured in a scenario, but custom fields are not licensed.'

You currently have the Free Edition.
Most of the time, this happens in a Sandbox after a Sandbox refresh was performed. You need to extend the Duplicate Check license from the Production Org to the Sandbox. Use this guide to do so.
