DC Local - Users cannot access app

Problem:

As an Admin, I have consented for DC Local, and can also access it. However, when a user tries logging into DC Local via Azure, they get a message that Administrator consent is needed.
 

The Azure sign-in logs state:
“Admin consent is required for the permissions requested by this application”
“Ask your tenant administrator to provide consent for this application”
 

Answer:

As an Administrator, you should consent for DC Local on behalf of the organization
